MY PLANS FOR JAMAICA
CENTRAL MEDICAL FRAMEWORK (CMF)
The Central Medical Framework (CMF) is a regulatory system and a software tool utilized by PHS to automatically monitor the healthcare system in Jamaica. Data in the form of monthly reports from this tool will be publicly available on Gov.Act without the need for an access to information request.
Through this software, PHS will be able to see and monitor:
- Hospital/Clinic Capacities patient and staff capacity
- Locations of enrolled medical facilities
- Service Level Agreements.
- Emergency response times.
- All recorded emergencies across the island
- Healthcare Costs to Government
- The medical safety net under the Workfare Program
- Reports of cases where children and other vulnerable members of society are being treated for abuse
MEDICAL SAFETY NET, INSURANCE AND SAVING PROGRAMS
Health and Life Insurance
PHS will facilitate the introduction of a competitive range of health and life insurance programs across Jamaica, regulated under the Central Medical Framework. Investments by Jamaicans in health insurance will provide peace of mind as we seek to ensure that the highest quality healthcare is available in our country.
Medical Savings Program
PHS will facilitate the introduction of a competitive range of medical savings programs across Jamaica, regulated under the Central Medical Framework. This helps to cover out of pocket payments for those who may not have insurance, not have access to or are unwilling to participate in the workfare program or who’s insurance will not be able to cover certain medical expenses.
Medical Safety Net
The medical safety net falls under a UIC Government’s Workfare program which is designed to provide both a usage deductible and continuous assistance to those who cannot afford healthcare. The following qualifies for continuous assistance healthcare so long as they meet the requirements under the Workfare Program:
- The elderly
- Disabled
- Orphaned children
- Individuals suffering from mental health
FIRE AND AMBULANCE SERVICES
New Fire and Ambulance Emergency Stations (FAES)
Emergency Station will operate fire trucks, ambulances, police and medivac combined services. The Jamaica Police Service will have an outlet at each Station in order to respond at the same time as fire trucks and ambulances. Features of Jamaica's new Emergency Stations:
- Ambulances and fire trucks will be equipped with modern state of the art technology required to save lives.
- Minimum service level agreement will be created to ensure fire trucks and/or ambulances respond to patients within an appropriate time to keep that patient alive as long as possible until they are transfered to a medical facility.
PUBLIC EMERGENCY COUNCIL (PEC)
We will create a Public Emergency Council (PEC) to ensure an objective, transparent and inclusive (non partisan) response for public emergencies. PEC will include representatives from all registered political parties, the public and private sector and leading civil society groups.
PEC will be led by the Prime Minister and the Minister of Public Health and Safety Services, but guided by the objective, transparent and inclusive governance of the council. PEC will be privy to any and all information surrounding the emergency and any and all agreements reached between the Government and any third parties, to protect the interest of all Jamaicans.
RAPID RESPONSE PUBLIC HEALTH PREPARDNESS CLINICS
We will create the Public Health Preparedness Clinic (PHPC) System which will be the nation's first responders to public health emergencies such as pandemics, epidemics, natural and unatural disasters. The general function of the PHPC is to serve the primary healthcare needs of Jamaicans in times of national need and emergencies.
The Non Partisan Public Emergency Council, designed by the UIC will be key in directing the operations of PHPCs.
A TRUELY PUBLIC HEALTHCARE SYSTEM
The existing failing public healthcare system will be transformed to become truly public as a part of the True Wealth Redistribution Program. Our healthcare facilities will be converted into being truly owned by Jamaicans, where all citizens, instead of Government, become beneficiaries in dividends from profits generated by these facilities.
Members of the Public will be free to identify land for the purpose of building more hospitals and clinics. This means that all Jamaicans can engage in the development of their own hospitals and clinics, which will competitively compete with the transformed healthcare system.
The Central Medical Framework will be key in regulating our healthcare system.
FROM MINISTRY TO DEPARTMENT
At the end of the UIC's 5 year term, the Ministry of Public Health and Safety Services will become the Department of Public Health and safety Services. This, as we replace the colonial constitution and the Queen's parliamentary system with a Non Partisan Constitutional Republic of Jamaica.
